PROCEDURE FOR APPLYING FOR A FOOD SAFETY CERTIFICATE FOR A COFFEE SHOP IN HO CHI MINH CITY IN 2024

According to the provisions of Clause 5 Article 2 Law on Food Safety 2010, a coffee shop is classified as a food service establishment. Therefore, in order to be granted a Food Safety Certificate (FSC), a coffee shop needs to meet the conditions of a food service establishment as follows:

1. Conditions for applying for an FSC

  • Having a business registration certificate including the registration of food service business lines.
  • Ensure regulations on food safety of food service processing and business establishments.
  • People directly processing the food must undergo periodic health checks according to the State's regulations and must be trained in food safety knowledge.
  • Ingredients must have clear origins, ensuring food safety regulations.

2. Application dossier

Coffee shop must prepare 01 set of FSC application dossier according to the provisions of Clause 1 Article 36 Law on Food Safety 2010, including:

  • Application form;
  • A copy of the business/business household registration certificate;
  • An explanation of the infrastructure, equipment and tools ensuring the food hygiene and safety conditions;
  • Certificate of sufficient health of the coffee shop owner and people directly producing and selling food, issued by a district-level or higher healthcare facility;
  • List of people involved in food production and food service businesses who have completed food safety knowledge training with confirmation from the coffee shop’s owner.

3. Submission method

  • Submit online via the Ho Chi Minh City Administrative Procedure Settlement System.
  • Business households can also submit to the People's Committees of districts.

4. Licensing Authority

  • For food service businesses: Ho Chi Minh City Department of Food Safety.
  • For business households: People's Committees of districts.

5. Processing time: 20 days from the date of receipt of a complete and valid dossier.

6. Fee: The appraisal fees of the issuance of an FSC for food service establishments are as follows:

Serving less than 200 meals: 700,000 VND per establishment per appraisal

Serving 200 meals or more: 1,000,000 VND per establishment per appraisal
