
PROCEDURE FOR APPLYING FOR A FOOD SAFETY CERTIFICATE FOR A BREAD PRODUCTION FACILITY IN HO CHI MINH CITY – LATEST UPDATE 2024

According to Vietnamese law, bread production is a conditional business line. In addition to a business license, the facility must also have a Food Safety Certificate ("FSC"). The following is the procedure for registering for a Food Safety Certificate for a bread production facility in Ho Chi Minh City.
1. Conditions for issuance of FSC
According to Clause 1 Article 24 Decree 77/2016/ND-CP, a bread production facility shall be granted an FSC under the management of the Ministry of Industry and Trade when it fully meets the food safety conditions for ensuring food safety conditions as stipulated in Article 26, 27 and 28 Decree 77/2016/ND-CP as follows:
- Adequate facilities; equipment; processing tools ensuring food safety;
- People directly engaged in bread production must undergo periodic health checks according to the State's regulations and must be trained in food safety knowledge;
- Ensuring the conditions for food preservation in food production process.
Additionally, the facility must have a business registration certificate including bread production as the registered business lines.
2. Application Dossier
An application dossier for an FSC includes:
- Application form;
- A copy of the Business Registration Certificate;
- An explanation of infrastructure, equipment and tools of a bread production and trading facility that ensures food safety and hygiene conditions;
- Certificate of sufficient health of the facility owner and people directly producing and selling bread issued by a district-level or higher healthcare facility;
- Certificate of having been trained in food safety and hygiene knowledge of the facility owner and people directly producing and trading bread;
- Power of attorney (if any).
3. Licensing Authority: Department of Food Safety of Ho Chi Minh City.
4. Validity: FSC is valid for a period of 03 years from the date of issuance. Within six (06) months prior to the expiration of the certificate, food production and business entities shall submit a dossier for the renewal of the certificate if they wish to continue their production and business activities.
5. Application submission: Online on the Ho Chi Minh City Administrative Procedure Settlement System
6. Processing time: Within 25 working days (excluding the time to supplement and complete the dossier)
7. Fee: The appraisal fee is 2,500,000 VND/facility.
